Resident Engineer – Transit Systems Oversight

Location: Seattle Area | Level: Mid to Senior  

Role Summary: This senior field role serves as the owner’s representative, providing on-site construction leadership for major transit and rail projects. The Resident Engineer ensures high-quality work, manages complex systems integration, and resolves field issues to keep construction moving according to schedule, budget, and performance expectations. 

Key Responsibilities: 

  • Construction Leadership: Lead and oversee all on-site construction activities, ensuring strict compliance with approved plans, specifications, and safety requirements. 
  • Systems Integration: Coordinate complex systems including traction power, OCS, signaling, and SCADA with civil, structural, and electrical works. 
  • Quality & Safety: Enforce safety culture and requirements, oversee field quality control, and manage inspections, testing, and punchlist closeout. 
  • Administration: Review submittals, RFIs, and field change requests. Track schedule impacts, assist with cost control, and verify quantities for payment applications. 
  • Documentation: Maintain daily reports, inspection records, nonconformance logs, and track progress and risks using digital field tools (e.g., Procore, BIM 360). 

 

Qualifications & Skills: 

  • Education: Bachelor’s degree in Civil Engineering or related field; PE license preferred. 
  • Experience: 10+ years in construction management or resident engineering, with 5+ years supporting transit or rail infrastructure projects.

Project Manager – Transit Infrastructure Delivery

Location: Seattle Area | Level: Mid to Senior  

Role Summary: This leader will manage the full lifecycle delivery of capital transit projects, from planning and design through construction and closeout. The PM coordinates multidisciplinary teams, ensures objectives for scope, schedule, budget, and quality are met, and serves as a key liaison to client stakeholders. 

Key Responsibilities: 

  • Project Leadership: Manage the full lifecycle and develop project execution plans, goals, and delivery strategies. 
  • Controls Management: Develop and manage project scope, schedules, and budgets, tracking progress against baselines and addressing variances. Experience with scheduling tools like MS Project or Primavera P6 is relevant. 
  • Risk & Quality: Identify project risks and implement mitigation strategies. Support constructability reviews and quality oversight. 
  • Stakeholder & Contract Management: Serve as a primary liaison with client departments, utilities, and agencies. Oversee consultant/contractor agreements, review invoices, change requests, and claims, coordinating closely with procurement. 
  • Team Development: Lead project meetings, coordinate diverse teams (civil, systems, environmental), and mentor junior staff. 

 

Qualifications & Skills: 

  • Education: Bachelor’s degree in Engineering, Construction Management, or related field. 
  • Experience: 8+ years of project management experience, with 5+ years delivering transit or transportation infrastructure projects. Experience with public agencies preferred. 
  • Certifications: PMP certification preferred (CCM or PE also a plus). 
  • Technical Knowledge: General knowledge of transit systems, civil works, stations, and utilities.

Program Manager – Transit Capital Program Oversight

Location: Seattle Area | Level: Senior Leadership  

Role Summary: This senior leadership position provides strategic oversight for a portfolio of transit projects under a multi-year PMCM contract. The Program Manager ensures program consistency, performance monitoring, and alignment with agency goals, acting as a trusted partner to client leadership. 

Key Responsibilities: 

  • Strategic Leadership: Lead oversight of multiple projects/task orders and establish program governance structures and performance expectations. 
  • Executive Reporting: Monitor program health using cost, schedule, and quality indicators, and prepare executive-level dashboards, reports, and briefings. 
  • Governance & Risk: Oversee program-wide risk identification, manage cross-project dependencies, and review significant scope/budget changes. 
  • Stakeholder Engagement: Serve as the primary point of contact for executive and sponsor-level coordination. 
  • Team & Financial Oversight: Lead and mentor Project Managers and Construction Managers, resolve escalated issues, and monitor program budgets, invoicing, and contract compliance. Introduce industry best practices, including the use of BIM and digital tools. 

Qualifications & Skills: 

  • Education: Bachelor’s degree required (Master’s degree or MBA preferred). 
  • Experience: 15+ years managing large infrastructure programs, with 5+ years overseeing multiple projects/portfolios for public agencies or PMCM firms. Transit or rail program experience is strongly preferred. 
  • Certifications: PMP strongly preferred (PgMP, CCM, or PE a plus). 
  • Leadership: Proven ability to manage complex, multi-project environments, strong organizational skills, and executive-level communication abilities.

Construction Manager – Rail Infrastructure Projects

Location: Seattle Area | Level: Mid to Senior  

Role Summary: This role leads the field execution for major transit and rail capital projects, providing hands-on construction oversight. The CM ensures work is delivered safely, on schedule, and in compliance, coordinating contractors, inspectors, and engineers on active jobsites. 

Key Responsibilities: 

  • Field Leadership: Lead day-to-day construction activities and serve as the primary on-site point of contact for contractors, coordinating work sequencing and site logistics. 
  • Safety & Quality: Oversee field inspections and testing, verify compliance with plans/specifications, track nonconformances, and actively enforce site safety, including verifying contractor safety plans and stopping work when unsafe conditions are identified. 
  • Cost & Schedule: Monitor contractor schedules, support look-ahead planning, validate progress quantities, and review pay applications. Support change order evaluation and participate in the negotiation/resolution of changes/claims. 
  • Documentation: Manage RFIs, submittals, and change documentation. Review daily reports, inspection logs, and prepare weekly/monthly summaries using construction management systems (e.g., Procore, e-Builder). 
  • Team Management: Supervise, mentor, and provide direction to field engineers and inspectors. 

 

Qualifications & Skills: 

  • Education: Bachelor’s degree in Civil Engineering, Construction Management, or related field (equivalent experience considered). 
  • Experience: 10+ years of construction management experience on heavy civil or transportation projects, with 5+ years in a lead CM or Resident Engineer role. Rail, transit, or complex infrastructure experience strongly preferred. 
  • Certifications: OSHA 30 is required (or ability to obtain). PE, CCM, or PMP are preferred. 
  • Technical Knowledge: Strong understanding of civil construction methods and familiarity with rail systems (trackwork, traction power, signaling).

Civil Inspector – Infrastructure Quality Assurance

Location: Seattle Area | Level: Field-Based Role  

Role Summary: A detail-oriented, field-based role focused on the daily inspection of heavy civil construction work to ensure strict compliance with plans, specifications, codes, and safety requirements. The inspector verifies workmanship and maintains clear documentation of construction progress. 

Key Responsibilities: 

  • Daily Inspections: Inspect civil activities including earthwork, utilities, drainage, concrete, structures, roadwork, and trackway. Verify materials and workmanship and confirm required inspections occur before work is covered. 
  • Quality Assurance: Witness material testing and inspection activities. Identify, document, and track nonconforming work, verifying that corrective actions are completed. 
  • Documentation: Prepare clear daily inspection reports with photos and notes, using digital tools (e.g., Procore, tablets) for real-time reporting, and maintain organized inspection records. 
  • Compliance: Monitor work for compliance with permits, codes, and environmental requirements. 
  • Verification: Assist construction management with quantity verification for payment purposes. 

 

Qualifications & Skills: 

  • Education: High school diploma or equivalent required (technical degree a plus). 
  • Experience: 8+ years of civil or construction inspection experience. Experience inspecting earthwork and structural concrete is required. 
  • Certifications: Inspection certifications (e.g., ICC, ACI, WAQTC, NICET) are strongly preferred. OSHA 10 or OSHA 30 preferred. 
  • Attributes: Detail-oriented with strong observational skills; fair, firm, and solutions-focused when enforcing requirements.

Electrical Inspector – Rail Systems Quality Assurance

Location: Seattle Area | Level: Field-Based Role  

Role Summary: This specialized inspector ensures the safe and correct installation, testing, and acceptance of critical electrical and rail systems on major transit projects. The role requires working closely with systems engineers and construction teams to verify compliance with codes and agency standards. 

Key Responsibilities: 

  • Systems Inspections: Inspect installation of traction power, OCS, signaling, communications, and station power/lighting systems. Verify cable routing, terminations, grounding, bonding, and equipment installation. 
  • Testing & Commissioning: Witness electrical testing (insulation, continuity, grounding, functional tests) and support system energization and commissioning activities. 
  • Code Compliance: Verify compliance with NEC, NFPA 70E, and other applicable electrical standards. Monitor safe work practices and electrical safety controls. 
  • Documentation: Prepare daily inspection reports, track punchlist items, and review as-built conditions against approved submittals. 
  • Coordination: Coordinate inspections at civil–electrical interfaces (conduit embeds, grounding grids). 

 

Qualifications & Skills: 

  • Education: High school diploma required (Electrical trade training or apprenticeship preferred). 
  • Experience: 8+ years of electrical inspection or electrical field experience. Experience with traction power, signaling, OCS, or industrial power systems is a plus. 
  • Certifications: Journeyman or Master Electrician license, IMSA, NICET, and OSHA 30/NFPA 70E training are preferred. 
  • Technical Skills: Strong knowledge of NEC and electrical construction practices, ability to read electrical drawings/schematics, and experience using electrical test equipment.

Assistant Resident Engineer – Field Engineering Support

Location: Seattle Area | Level: Mid-Level  

Role Summary: A growth-oriented role supporting on-site project delivery, working closely with the Resident Engineer and Construction Manager. This position focuses on field oversight, ensuring quality compliance, and coordinating activities, offering clear potential for advancement to a Resident Engineer role. 

Key Responsibilities: 

  • Field Support: Monitor daily construction activities, observe critical work, verify compliance, and escalate safety, quality, or schedule concerns. 
  • Inspections: Assist with coordinating field inspections and testing activities, review reports, and track corrective actions. 
  • Document Control: Track and process RFIs, submittals, and shop drawings. Maintain organized logs for change requests and nonconformance items using document control systems (e.g., Procore, SharePoint). 
  • Controls Support: Assist with documenting change conditions, gathering field data, supporting quantity reviews, and performing basic cost evaluations. 
  • Reporting: Prepare daily or weekly field reports with photos and status updates, and contribute to progress reports/meeting minutes. 

Qualifications & Skills: 

  • Education: Bachelor’s degree in Engineering (EIT preferred). 
  • Experience: 5–8 years of construction or field engineering experience, with at least 3 years in a field-based role. Infrastructure experience is required; transit or rail is a plus. 
  • Technical Skills: Ability to read and interpret construction drawings and specifications, and experience with project and document management tools.

Office Engineer – Project Documentation & Controls

Location: Seattle Area | Level: Mid-Level  

Role Summary: This role serves as the organizational hub of the project team, managing documentation, supporting project controls, and ensuring clear communication between the field and office on major transit programs. This position supports reporting, meeting coordination, and contract administration. 

Key Responsibilities: 

  • Document Control: Manage all critical project documents (drawings, RFIs, submittals, correspondence). Maintain organized electronic files using document management systems (e.g., SharePoint, ProjectWise, Procore), and track RFIs and submittals for timely review. 
  • Project Communication: Prepare meeting agendas, take clear meeting minutes, and track action items. 
  • Project Controls Support: Assist with monthly/quarterly progress reports by compiling schedule, cost, and construction updates. Support tracking of change orders and contract values, and assist with processing contractor pay applications. 
  • Technical Coordination: Route technical submittals/RFIs to reviewers, track review status, and maintain current logs. 
  • Quality & Closeout: File inspection reports, test results, and nonconformance records. Assist with organizing as-built records, warranties, and closeout files for final handover. 

 

Qualifications & Skills: 

  • Education: Bachelor’s degree preferred (Associate degree with relevant experience considered). 
  • Experience: 3–7 years in a project support role (Office Engineer, Document Control, or Project Engineer) on engineering or construction projects. 
  • Knowledge: Familiarity with construction documentation (RFIs, submittals, change orders) and a basic understanding of project schedules and cost tracking. 
  • Attributes: Highly organized, detail-oriented, proactive, professional, and comfortable managing multiple priorities in a fast-paced environment.
