United ECM works directly with our clients providing construction management and inspection, as well as project and program management services. Our hands-on technical knowledge and international multi-disciplined experience throughout our business benefits our clients with our solution-orientated problem solving and innovative approach to their needs.
Our personnel have experience working on multiple projects with owners and contractors including Network Rail, Balfour Beatty, Atkins, Siemens, San Francisco Bay Area Rapid Transit, California High Speed Rail and LA Metro.
We recognize the importance of keeping to date on industry standards, new working practices, and regulations. Our personnel hold professional memberships with, Institute of Electrical and Electronics Engineers (IEEE), Project Management Institute (PMI), Design Build Institution of America (DBIA), Construction Management Association of America (CMAA) and American Railway Engineering and Maintenance-of-Way Association (AREMA).

Ammar Alsarabi
Ammar Alsarabi PE, PMP is an electrical engineering, construction management and design expert with over 12 years of experience in electrical design, construction, and maintenance programs across the United States of America.
Following his Electrical Engineering Education at University of Massachusetts, Ammar continued his development in construction, project and design management roles across the United States. To name a few Ammar has worked on design and construction management programs with multiple federal transit agencies including San Francisco Bay Area Rapid Transit (BART), Santa Clara Valley Transportation Authority (SCVTA), Los Angeles Metro, Massachusetts Bay Transportation Authority (MBTA), San Diego Association of Governments (SANDAG) and American Track National Railroad Passenger Corporation (AMTRAK).
Ammar is a licensed Professional Electrical Engineer in both the state of California and Massachusetts and has a wealth of experience working with the Institute of Electrical and Electronics Engineers (IEEE). Ammar worked with the IEEE on published IEEE approved standard 1653.3-2021 – IEEE Guide for Rail Transit Traction Power System Modelling.
Ammar is a traction power and electrical expert with a proven track record to deliver projects on time and on budget through leadership, innovation and unconventional thinking. Ammar is a certified Project Management Professional (PMP) through the Project Management institute (PMI).
Ammar has achieved an expert understanding of electrical design and construction through multi agency experience, professional development and opportunities working with some of the most advanced transit agencies and programs across the globe.

Scott Richards
Scott Richards PMP, DBIA, CCM is an engineering, construction management and program management professional with over 15 years of experience in railroad construction and maintenance programs across the United Kingdom and United States of America.
Beginning his career on major track renewal programs across the UK, Scott continues to develop his skill set by managing construction efforts on high profile track, traction power, stations, yard, tunneling and train control / signaling projects. To name a few, Scott has worked on SF BART’s Measure RR Track Replacement Program, CrossRail London, Network Rail High Output Track Renewals, Automatic Track Warning Systems, East Kent Resignalling / Enabling Works, Feltham Resignalling / Enabling Works, GOB OCS Electrification, Anglia OCS Renewals and London Bridge Station.
Scott is a solution orientated individual that thrives on challenges, innovative concepts and unconventional thinking. Leading flagship projects in the UK and US, Scott has the experience and capabilities to ensure Design Bid Build (DBB), Design Build (DB), Progressive Design Build (PDB), Construction Manager At Risk (CMAR) projects are delivered on time and on budget.Scott has achieved an expert understanding of project and program delivery and lifecycle through experience with transit agencies across two continents and training with American Railway Engineering and Maintenance of Way Association (AREMA), Project Management Institute (PMI), Design Build Institute of America (DBIA) and Construction Management Association of America (CMAA).
